Pat Turns and Bill Bius established West Memphis Fence & Construction, Inc. in 1967 under the name Hurricane Fence. The name was changed in 1968 to better reflect the scope of their work. West Memphis Fence and Construction, Inc. changed its focus to commercial & industrial fencing with the arrival of The Austin Company in Memphis to build the Federal Express Complex.
